You don't need Xbox Live to play the campaign modes or local multiplayer. But if you wanna go online for multiplayer or co-op, you'll need Xbox Live.

Nah, you just need it for online features. Campaigns and local play are good to go without it.

You absolutely need Xbox Live for any online features, but single-player campaigns work fine without it.

I play Halo MCC without Xbox Live all the time, just can't do the online stuff. The campaigns are still epic though!
