Nope, not every Pokemon card comes with a holo and reverse holo version. Absolutely not. Only some cards get the shiny treatment. Think of holos and reverse holos as special editions - not every card gets to be a superstar.

From my experience, finding a holo or reverse holo version of every single card is like trying to catch all the Pok茅mon - a fun thought, but not really practical. Some just don't exist in that shiny form.
