Yup, Fire Force definitely includes some fan service. Tamaki's 'Lucky Lecher Lure' moments are a prime example.

Unfortunately, Fire Force has a bit too much fan service for my taste. Wish it focused more on the plot.

Sadly, yes. There are a few fan service scenes, mostly involving Tamaki. It's a love-it-or-hate-it kinda thing for fans.
