Yup, Fullmetal Alchemist: Brotherhood does pass the Bechdel Test. There are several scenes where female characters talk to each other about topics other than men, like Winry and Sheska discussing automail and books.

It does pass the Bechdel Test. Winry and Riza have a conversation about mechanics and the military. Riza and Olivier discuss military strategy too. So, check and check!
