Almost! Funimation has a huge selection of One Piece episodes dubbed in English, and they're pretty quick at releasing new dubs. However, because One Piece is such a long series and is still ongoing, there might be a small lag between the latest episodes in Japan and their dubbed versions. So, if you're looking to binge from the start, you're golden, but you may have to wait a little for the newest episodes.
