Nope, Hulu doesn't have all of Naruto Shippuden dubbed. They only have some of the episodes with English dubbing. Crunchyroll has more subbed content if you don't mind reading subtitles!
As a long-time Naruto fan, I can confirm that Hulu only has a part of the series dubbed. Prepare for a mix of dubs and subs if you're watching there!
Actually, Hulu is missing some of the later dubbed episodes. So, you'll have to switch to subs or find another streaming service for the dub!
