Yes, if you're playing Minecraft Bedrock on an Xbox console, you'll need an Xbox Live Gold subscription for online multiplayer. No such luck playing solo though!

Nope, you don't need Xbox Live if you're playing Minecraft Bedrock on Windows 10, mobile, or Nintendo Switch. But if you're on Xbox, it's a yes for online play.
