Yep, Pokemon TCG definitely has a draft format! It's a super fun way to play because you and your fellow players build your decks from a shared pool of cards right on the spot. Basically, you open packs, pick a card, and pass the rest to the next player until you've all built your own decks. Makes for a great game night!
