Nope, Tubi TV doesn't have all the episodes of Naruto Shippuden. You're better off trying Crunchyroll or Hulu for the complete series!

Tubi TV has some Naruto Shippuden episodes but definitely not all. Crunchyroll is the way to go if you want every episode.
