Nope, the Xbox 360 doesn't need a hard drive to work. You can still play games using the internal memory or a memory unit. However, you won't be able to save much and some features might be limited.

Technically, the Xbox 360 can function without a hard drive, but you'll need one if you want to download games, save progress, or use Xbox Live features.
