Nope, the Xbox One is region-locked for Blu-rays, so you'll need a disc from your region to watch it.

From personal experience, my Xbox One couldn't play a Blu-ray I got from Europe. So, strictly regional.

Unfortunately, Xbox One Blu-ray playback is region-coded. If you try to play a disc from a different region, it won't work.
