To boost your fire rate in Fallout Shelter, focus on arming your Dwellers with better weapons. The higher the damage rating of the weapon, the more effective it will be against intruders. You can obtain better weapons by exploring the wasteland, opening Lunchboxes, or crafting them in the Weapon's Workshop if your vault is at the appropriate level. Fire rate? Just equip your dwellers with the biggest guns you can find. Bigger is always better in the wasteland.

Honestly, the fire rate isn't as important as the total damage output and your dwellers' levels. Make sure you're also investing in the right training rooms to beef up their Strength and Agility stats for better performance in combat situations.
