If the payment is still pending, select 'Activity' in your PayPal account, choose the payment in question, and hit 'Cancel.' If it isn't pending anymore, you might need to reach out to the recipient directly.
Once I sent the wrong amount to a friend, went to my PayPal's 'Activity' tab, canceled the pending payment, and crisis averted!
You can't cancel a PayPal payment that's already been completed. Sorry, bud!
