If Mars Junction isn't starting, you might have missed the Once Awake quest or farming for the needed mods.
Make sure you've completed the required quests and reached the necessary Mastery Rank. The Mars Junction needs you to meet those conditions first.
Sometimes Mars Junction bugs out. Try restarting the game or reloading your profile, it worked for me once!
Probably missing one of the mission requirements before you can start Mars Junction. Finish all Earth missions, and you should be good to go!
