You can get Broken War by crafting it with the Broken War Blueprint, which you receive after completing The Second Dream quest. Make sure you've got all the necessary materials before diving in!

Farm Sentient Cores and trade them for Standing at the Quills in Cetus, then use that Standing to get the Blueprint and parts you need to craft Broken War. Easy peasy!

Grinding for Sentient Cores is the way to go. Trade them at the Quills in Cetus for the parts. It's a bit of a grind, but worth it.
