You can get Atlas by grinding out the Jordas Golem Archwing Assassination mission; he'll drop the parts you need. It might take a few runs, but it's worth it!
I farmed Atlas by doing the Jordas Precept questline, and I couldn't be happier. The quest is fun, and Atlas is a beast once you get him!
