To get into Cargo Bay 3, you need to head over to the wreck of the Aurora. Cut through the Sealed Door on Level 2 using the Laser Cutter. Then, enter the code 1454 on the door keypad!

Just go to the Aurora, make your way to the second level, and use the code 1454 on the keypad. Easy peasy!
