Sometimes it helps to raise the ground a bit with the hoe before leveling it. Just makes it less bumpy.

Used a hoe and selected 'level ground' from the options. Keep in mind, it helps to have a Workbench nearby. Happy building!

Grab yourself a hoe, equip it, and right-click to open the options menu. Select 'Level Ground' and you're good to go!

Honestly, I've found it easier to just flatten with 'raise ground' then go back to 'level ground'. Less frustration, more perfection!
