You might need to age up or refresh your activities if you don't see it. Sometimes it takes a bit of patience!
Just go to the mind & body section and choose 'Read a Book.' Keep trying until you get 'The Communist Manifesto.'
Honestly, why read it in BitLife when you can just grab the real thing?
From experience, I had to refresh the activities a couple of times. It eventually popped up in the library.
