If you want to speed things up, inputting the classic cheat code: Up, Down, Left, Right, L1, R1, Start will unlock all characters instantly.
You can unlock all characters in Street Fighter 4 by completing the Arcade Mode with different characters. Start with Ryu, then beat the Arcade Mode with the characters you unlock along the way. Seth will be unlocked automatically once you beat Arcade Mode with each default character.
Play through Arcade Mode with different characters, and meet specific conditions like finishing with super or ultra combos. You gotta work to earn 'em!
