Try to archive instead of deleting. Sometimes that works!
I once had this issue, and I contacted Facebook support; they were super helpful and resolved it quickly. Don't be afraid to ask them for help!
Use the Facebook website on a desktop if the mobile app is being stubborn. Deleting pics sometimes seems to work better there!
