First, make sure you have the spear in your Gear Wheel (you can add it via your Arsenal). Then, while in the open world areas, hold Q and select it. Boom, spear equipped!

Super easy! Go to the Plains of Eidolon or Orb Vallis, open your Gear Wheel (hold Q on PC), and select the fishing spear from there. Happy fishing!
