The best way to get legendary brawlers is by opening as many Brawl Boxes, Big Boxes, and Mega Boxes as possible! Focus on completing quests and events to earn more boxes faster.
From my experience, most legendaries came from Mega Boxes. They generally have the highest drop rates, so prioritize those if you can.
