To get tea leaves in Stardew Valley, you first need to get the Tea Sapling. You can get this from Caroline's tea ceremony event, which happens in her sunroom once you've reached two hearts with her. Once you have the Tea Sapling, plant it outside (not in the greenhouse), and it'll grow into a Tea Bush in 20 days. After that, it'll produce tea leaves in the final week of each season, except Winter. Just harvest them like any other crop!

Just wait for Caroline's invite for a tea party, get the sapling, plant it, and boom! Tea leaves every season but winter. Easy peasy, lemon squeezy.
