Head over to Cetus on Earth or Fortuna on Venus to get a fishing spear. Once you have that, go to a body of water, aim, and throw!

You need to visit Cetus or Fortuna, purchase a fishing spear, and find a suitable fishing spot in the Plains of Eidolon or Orb Vallis. Then, just throw the spear at nearby fish to catch them!
