You don't make minecarts, you find them! Just kidding, you do need to craft them, but honestly, riding the rails without crafting one is part of the fun. Grab those Iron or Lead Bars and get crafting at an Anvil for the real deal.

Making a minecart in Terraria is actually simpler than it might seem! All you need is an Iron Anvil or Lead Anvil and either 8 Iron Bars or 8 Lead Bars. Just stand by the Anvil, open your crafting menu, and you should see the option to craft a Minecart under the transportation category. Easy peasy and you're ready to ride through your tunnels in style!
