To open the secret door in Undertale, you need to complete the True Pacifist Route and then backtrack to the door in Snowdin. You'll also need to find the four keys throughout the game!
Trust me, the dog shrine antics were hilarious, but opening that door requires you to be a True Pacifist and see the credits at least once. Backtrack to Snowdin afterwards!
Beat the True Pacifist ending, and then that door in Snowdin should open up for you. Brace yourself for doggo goodness!
