First, make sure you're using a profile (not a page). Go to Settings & Privacy > Settings > Public Posts > Who Can Follow Me > Public. Now your button will appear!

Easy peasy! Head to settings, go to 'Public Posts,' and change 'Who Can Follow Me' to 'Public'. Follow button unlocked!
If you can't find it, you're probably on a page, not a profile. Pages don't have a follow button. Switch to a profile.
Go to your Facebook settings, click on 'Public Posts', and then set 'Who Can Follow Me' to 'Public'. Bam, done!
