Restarting Merge Dragons isn't as straightforward as you might hope, but here's the scoop! If you want to start fresh, you basically have to delete the game from your device and then reinstall it. However, keep in mind that if your game is connected to Facebook or any cloud service, you'll need to disconnect it from there too. Otherwise, when you reinstall, it'll just pick up where you left off.
Why restart? You'll lose all your dragons and progress. Stick with it, and you'll get through whatever's got you stuck!
