You can chat in PUBG Mobile by using the in-game voice chat feature. Just make sure your microphone is enabled in the settings and press the mic button during the game.

You'll need to have your microphone enabled. Go to Settings > Audio > Turn on 'Microphone' and 'Speaker'. From there, use the mic button during gameplay to talk.
