I just played through Yakuza 6! You unlock different fishing difficulties by advancing in the story. By Chapter 5, you'll find tougher spots at the Onomichi pier.

To unlock different fishing difficulties in Yakuza 6, you need to progress through the main story. Once you reach Chapter 5, head over to the pier in Onomichi. There, speak to the fishing instructor to unlock more challenging fishing spots.
