Prime Vault essentially re-releases previously vaulted Prime Warframes and their weapons. You can obtain them through Relics in-game or buy them directly via Prime Access packs.

Prime Vault lets you get fancy Prime Warframes and gear that were previously unavailable. You can farm Relics or spend some cash to get 'em.

Prime Vault is like Warframe's version of a treasure chest! Digital Extremes periodically 'vaults' or retires certain Prime Warframes and weapons, making them unavailable in the game's loot tables. When the Prime Vault opens, you can get these vaulted items again through special in-game events or purchase packs from the store. Grab 'em while you can; who knows when they'll be locked away again!

Prime Vault is a cash grab. Just farm normally unless you really want to spend money. Simple as that.
