Agent Citron can't just be picked up like a coin, you gotta work for it! First thing's first, you have to unlock him by playing through the single-player missions. Specifically, focus on the Plant missions since that's where he's at. Once you've completed enough of these, Agent Citron will become available for you to use. Remember, it's about progressing through those missions, not just showing up!
