Just build enough to keep the lights on, lol. Seriously though, add more whenever your power bar starts getting low too often. Better to have too much power than not enough.
Honestly, just one to start with. I've run a vault with 50+ dwellers with only a couple of power plants. It's all about efficient resource management and not overextending your energy needs.
One or two should be enough in the beginning. But as your Vault grows, you'll definitely need more. Don't overdo it at the start though!
