In Phase 10, the card values are as follows: Numbered cards (1-9) are worth their face value, 10-12 are worth 10 points each, and Skip and Wild cards are worth 25 points each.

Simply put, cards 1-9 are worth their number, 10-12 are 10 points, and Skip & Wild are 25 points.
