Honestly? Not much. It's a common card, and Rattata isn't exactly the Pikachu of the Pokemon world. Might get a few dollars if you're lucky.

Ah, the classic Rattata card from '95! Its value really depends on a few things: condition, rarity, and whether it's first edition or not. If you've got one in mint condition, it could fetch anything from a couple of bucks to around $20 for a first edition. I sold one just like that last year for about $5. It was in pretty good shape too. So I'd say around $5 give or take, depending on the buyer.
