I use Tencent Gaming Buddy (now called GameLoop). It's the official emulator for PUBG Mobile, so it runs the game smoothly and optimizes the controls for PC. Highly recommend!

You can play PUBG Mobile on PC using an Android emulator like BlueStacks or NoxPlayer. Just install the emulator, download PUBG Mobile from the Play Store within the emulator, and you're good to go!
