To activate Volt in Type Soul, you need to collect at least 500 Soul Points and visit the Soul Master NPC in the main hub area. Talk to him and choose the Volt option. Easy peasy!

Pretty sure you just need to hit Level 10 and then go to the Soul Master. Boom! Volt activated.

From my experience, once you collect 500 Soul Points, head over to the Soul Master NPC. He'll guide you through activating Volt. Simple as that!
