You can add a crew to your outpost by first recruiting them, and then using the outpost management menu to assign them to a specific location. Just make sure you have enough space and resources!
To add crew to your outpost in Starfield, just approach the crew member you want to assign and talk to them. Choose the option to assign them to your outpost. Easy peasy!
Adding crew? Get better ship crew capacity first and then assign them to outposts via crew management. Simple!
