Been there, done that! Use an Android emulator on your PC, like Bluestacks. Download Fallout Shelter inside the emulator, log into your Google account, and boom, you're playing your Android game on Windows. Worked for me!
Sadly, you can't directly transfer vaults between Android and Windows. Fallout Shelter doesn't support cross-platform play in that way. Best bet? Start a new vault and enjoy the game fresh on Windows!
