You can't actually add a silencer in The Outer Worlds, but you can use the 'Whisper Quiet Muzzler' mod to reduce weapon noise! Just install it at any workbench.

Sadly, no silencers in The Outer Worlds, but 'Whisper Quiet Muzzler' mod does the trick for stealth. Just find it and slap it on a weapon!
