First, you need to be a server admin. Then, head to Server Settings, click on Stickers, and upload your sticker there.

Server admin here! I've added tons of stickers by going to Server Settings, selecting Stickers, and hitting the Upload Sticker button.

You can't add stickers unless you're an admin. If you are, it's in Server Settings under Stickers. Simple!
