Enabling cross-play is key. Then, just add 'em by their Gamertag through the game's friends menu. Simple as that.

First, make sure cross-play is enabled on both platforms. Then, go to the in-game friend's menu on your PC, hit 'Add Friend,' and type their Xbox Gamertag. Boom, you're Tenno pals!
