Nah, you're all looking in the wrong place. It's not always in the game settings. Sometimes you gotta adjust your PS4 display settings. Go to the PS4 home screen, then Settings > Sound and Screen > Display Area Settings, and then you can resize the display area to fit Apex Legends to your screen. Worked for me!
