Here's a trick: If you're on PC, press Alt+Tab to switch to your desktop, adjust the system volume, then hop back into the game. Works every time for me!
You can adjust the volume in Undertale by pressing the F4 key to switch to windowed mode, then using the volume controls on your computer to change the sound level. Easy peasy!
Just lower the volume using your computer's sound settings. Undertale doesn't have its own volume control options.
