Just give him coffee. Seriously, the guy loves coffee. It's easy to get and gives a nice boost to your friendship levels with him. Plus, it's less rare than Frozen Tears, so you can give it to him more often.

Protip: Sebastian is a night owl, so if you're having trouble finding him during the day, try visiting the mountain area after 7 PM. He often stares at the lake, which is prime time to hand him a gift and shoot the breeze.

Honestly, just show up. Sebastian seems tough to befriend because he's often cooped up in his room, but just making the effort to talk to him whenever you can really makes a difference. And yeah, gifts help, but it's the thought that counts, right?
