I had a tough time with Level 54 too! My strategy was to clear the obstacles first, especially those pesky chained tiles. Then, concentrate on making power-ups. You'll get there!
Honestly, just use a few boosters if you're stuck. They can save you time and frustration. No shame in a little help!
