Start with a character that has high Smarts and Health stats. Get a Criminal Justice or Law degree, then join the police force. Work hard, build relationships, and get promoted to Chief!

I did it by starting as a Patrol Officer. Make sure to always perform well in your job to get promotions. And don't forget to keep your stats high!
