You gotta start by upgrading your Keep to level 10, then your War Hall becomes available! Just click on an empty lot, select War Hall, and construct away!

First, make sure your Keep is at least level 10. Then, find an empty spot in your city, tap the 'Build' menu, and select 'War Hall' from the list. Easy peasy!
