It's pretty simple: just use the pickaxe to dig out the terrain to your desired depth, place floor tiles to level it out, then start constructing walls and other structures. Don't forget to reinforce with beams!

To build underground in Valheim, use a pickaxe to dig a hole, then build floors and walls. Voila! Instant Viking bunker!
